Captain Richard Davenport (Howard E. Rollins Jr.) arrives to solve the killing of Sergeant Vernon Waters (Adolph Caesar), a complex and controversial figure whose harsh treatment of his own men, including the idealistic Private Peterson (Denzel Washington), created enemies on all sides. As Davenport peels back layers of hatred, self-loathing, and internalized racism, the truth reveals itself to be far more complicated than a simple hate crime.
