Arriving in Chicago to attend the annual convention of the Mystic Knights of the Sea, Sapphire (Ernestine Wade) is persuaded to turn over their expense money to The Kingfish (Tim Moore). He has convinced her that the hotel is crawling with confidence men. Posing as chairman of the Protective Committee, Honest Huey Higgins (Ernest Mayhand) gets The Kingfish to give him the money for safekeeping.
